I put 32gb of RAM in it for the same reason your sister wants to, multitasking. Cost me about $1900 USD through CLX Gaming (I had a hard time finding a similar build for that price, and I even opted to overclock the processor and GPU). This week Adobe released an update of Lightroom Classic with improved GPU acceleration. They had it before, but it was very limited. I definitely see it accessing my eGPU (RX 580) at a level it didn't before. It helps.

For video editing, a relatively strong CPU is most important. I'd be looking at 12400f or better. Some software can take additional advantage of a GPU, but they're still primarily CPU heavy.
