WebYeah they were in a prison, but they would attack you on site if you killed the powder gangers in goodsprings. You needed to help them in that quest for them to give you the questline, which was wbout 4 or 5 quests to do varying things. It wasnt much, but you could still do quests and help them. WebBasically, the only way I know to retake the prison is by joining the Powder Gangers and betraying them during the last mission. This way the NCR retakes control of the area. But most people would never do that because: The very first non tutorial mission of the game causes you to kill a bunch of them and make em your enemy.
