WebWeapon generation in BL1 is kinda arcane, so I won't go in-depth, but essentially, all anarchies spawn with the double attachment. The wiki doesn't make it clear, but essentially when a double-shot SMG fulfills certain conditions, it automatically gets a unique element (anarchy) and becomes an anarchy, firing four bullets simultaneously.
